The Essex County Board of County Commissioners voted to approve a resolution endorsing the New Jersey Immigrant Trust Act after a sustained discussion among commissioners and public testimony about conditions at a local detention site.
The measure, adopted by roll call vote, expresses the board’s support for state legislation that would limit local cooperation with federal immigration enforcement. Commissioner Mary Thomas said the resolution reflects the board’s moral position: "All of us in some way, shape or form are children of immigrants." The motion to adopt the resolution was moved and seconded and carried by majority vote.
Public commenters urged the board to take further action. Terry Seuss of Eyes on Ice told commissioners that people waiting outside Delaney Hall lack basic accommodations and oversight, saying, "There is no bathroom facility available for people until they go into that large gate." Raymond O'Neil, a Newark resident who volunteers at Delaney Hall, called for county officials to visit the site and consider public events there to draw attention to conditions.
County officials and counsel noted the limits of county authority over federal immigration enforcement but said the resolution signals the board’s stance and will be shared with state lawmakers. Jerome Saint John of County Counsel described related legal work being covered by a grant in a separate agenda item. Commissioners also urged staff follow-up on questions raised during public comment and discussion.
The board approved the resolution and other related proclamations during the same meeting. Commissioners closed with routine business and announcements; no change in county operational control of federal facilities was ordered during the session.
