Planning commission recommends code updates to align with state laws, streamline development review

The Planning Commission voted unanimously on March 18 to recommend that the City Council adopt a package of municipal code and specific plan amendments designed to align local regulations with state and federal laws and to clean up inconsistencies in development standards.
Associate Planner Andy Olsen summarized three categories of proposed changes: (1) updates to reflect state and federal legislation including AB 2097 (parking baselines near transit), recent ADU law changes (height and multifamily ADU counts), SB 35 compliance for certain multifamily projects, and Federal Communications Commission guidance on ground‑mounted cell‑site equipment; (2) streamlining and customer‑service revisions such as consistent appeal periods for the Jobs Creation Overlay Zone and new development standards for retail pickup stalls and golf‑cart sales; and (3) consistency and cleanup items across specific plans and the development code.
Olsen said staff had incorporated feedback from the city council’s development committee and that the amendments were exempt from CEQA under a common‑sense exemption. There were no public speakers for this item. The commission directed staff to take the recommendation to the City Council for first and second readings and endorsed the proposed edits.
The Planning Commission’s recommendation to the council is advisory; staff will prepare an ordinance and report for the council’s first reading and subsequent action.
