Essex County approves $9.3 million road-resurfacing contract and selects local engineering and janitorial vendors

David Antonio of the Department of Public Works presented Item 38, awarding the 2025 resurfacing program to BlackRock Enterprises to resurface routes including Grove Avenue, JFK Parkway and Northfield Avenue — a project the department described as roughly 12 miles of resurfacing. "BlackRock Enterprises submitted the lowest of the two bids received by the county," Antonio said, and the county indicated the work will be supported largely by a transportation grant, with approximately $952,000 coming from the county capital fund.
Kim Law, president of LS Engineering Associates, described his firm's local presence and said the company has previously completed a county project. "This is our second project with the county," Law said, noting the firm employs about 30 people.
The board also approved a five-year janitorial contract at the new Winona Lippman Family Courts building with Pritchard Industries for approximately $3,799,290; Jose Oliveros, operations manager for Pritchard, said the company has experience cleaning comparable county facilities. Commissioners asked whether the resurfacing award used grant funding and were told most costs will be paid by transportation grants.
All three public-works contracts were moved, seconded and approved on a roll-call vote during the meeting. County staff said scheduling and pre-construction coordination with municipalities and state grantors will follow the approvals.
The approvals include standard contract terms and vendor introductions; commissioners noted and welcomed union labor commitments where offered and thanked department staff for vetting procurement processes. Work timelines and mobilization dates will be set by the Department of Public Works and vendors after contract documents are finalized.
