Board approves budget amendment and details state teacher supplement allocation

The Alexander County Schools Board of Education on March 16 approved Budget Amendment No. 9, which adds allotments for summer reading camp, DSSF funding, services for children with disabilities, gifted programs, limited-English learners, at-risk supports and additional classroom and CTE employment funds. Sharon Mahaffey, the district chief financial officer, presented the amendment and explained how the district will use a state-provided compensation supplement.
"This year, our allotment is $1,938,488," Mahaffey said, outlining the total state funding the district received for the teacher supplement. She said the allotment must cover both the supplement and associated benefits.
Mahaffey explained eligibility and distribution rules set under current state legislation: the maximum supplement a teacher can receive is $5,000, eligible employees must be in active employment on May 15, 2026, and the supplement is scheduled to be paid on June 30, 2026. According to Mahaffey, employees on certain salary steps will receive the maximum $5,000 while remaining funds will be divided among other eligible staff based on the district's established criteria.
Board members did not debate the substance of the amendment during the presentation; the chair called for a motion and the board voted to approve the amendment.
The amendment also reallocates funds to classroom teacher positions, extends CTE months of employment and increases resources for literacy intervention and special state reserves for exceptional children. Mahaffey described the allotments as arising from the "pay plan reserve" and other state disbursements the district received this year.
What happens next: the district will apply its established criteria to determine final individual supplement amounts within the state cap and issue payments on the date Mahaffey specified. The presentation did not include a line-by-line distribution by school or a final per-person payment list; the CFO said the remaining funds "will be divided equally among the remaining eligible employees."
