Rocklin Unified reports midyear LCAP gains and concerns; public hearing set for May

Hannah Anderson presented the Rocklin Unified School District’s midyear update for the Local Control and Accountability Plan (LCAP), summarizing engagement, implementation of actions, and early results across three sustained goals: math improvement; systems for social‑emotional, mental health and behavioral supports; and maintaining and enhancing existing district programs.
Anderson said the district gathered input from students, staff and parents through forums and surveys. She reported roughly 1,200 parent/guardian survey responses and more than 4,000 student responses to the California Healthy Kids survey. Anderson highlighted increases in student connectedness for cohort groups: "When those ninth graders were seventh graders, they scored 65%. This year, it's 71%." She also said perceptions of school safety have increased across cohorts.
At the same time, Anderson noted a decline in some staff survey results at the elementary level related to behavioral and social‑emotional supports, calling it a first‑year dip the district is tracking and addressing. She described an integrated systems framework intended to align behavioral supports, mental health services and social‑emotional learning so students receive coordinated support rather than separate interventions.
The district described multiple tutoring approaches: in‑day small‑group interventions at elementary schools, after‑school virtual tutoring through expanded learning programs, and district‑staff tutoring; Anderson said one supplemental tutoring budget line was $15,000 but that the district also uses other categorical funds for tutoring and has three tutoring models in play.
Trustees asked about trustee participation in student forums, budget lines for data analysis and tutoring, and whether local metrics would be revised if multi‑year trends suggested changes. Anderson said trustees had been inadvertently left off some forum invitations this year and that the district would share forum notes and reinvite trustees. She also said local metrics may be revised and that state dashboard requirements sometimes compel multi‑year reporting; where state indicators show red, the district must show multi‑year progress.
Next steps: district advisory teams will continue to analyze survey and forum data, revise the needs assessment, and bring a public hearing on the LCAP to the board in May with a planned action in June.
