The Sioux City Council adopted its consent agenda and approved several hearings and property transactions during the meeting.
Mayor read items 3 through 12b as part of the consent agenda, which included: minutes; a resolution authorizing GEO capital loan notes; historic-preservation grant applications for digitization efforts; an environmental-services target grant application for dumpster-lid matching; contract amendments and CDBG subrecipient agreements for a warming shelter; temporary street‑closure resolutions for upcoming graduations and commencements; plans and specifications for water‑main and sewer projects; pipeline license agreements with Union Pacific and BNSF for sewer bypass work; and purchase orders including one for rock salt and a purchase order to Lenco for an armored vehicle.
Councilors asked staff for details on several items, including expected project costs, tax-credit applicability for preservation grants, potential assessments for dumpster-lid programs, driveway impacts and timelines for water-main work, and indemnity language for the school resource officer agreement. Staff provided estimated costs and timing where available and said further detail would appear on upcoming agendas.
The council denied a petition to vacate a portion of an alley (petitioner Clarence Gordon) after hearing from Planning and Zoning staff; the denial was recorded as 4–1. The council approved rezoning for 6302 Harbor Drive (Nelson Engineering Construction) and recorded the vote as 5–0. Several resolutions instituting GEO capital loan‑note proceedings and approving property sales adjacent to multiple addresses were also taken with no public comment, with votes recorded as passed 5–0 where noted.
The consent agenda passed by voice vote and the mayor called the roll on subsequent actions as required; staff said they would follow up on specific procurement and financing questions raised during the meeting.
