Chief Franco and the department explained the operational justification for patrol rifles, saying they provide precision, range and stability in active-shooter or high-threat situations where handguns may not be sufficient. The department also reported a 2026 acquisition of updated rifles with red-dot sights that will appear in next year'9s report.
Trustees asked for clarification about what would constitute a "violation" of policy and about nonlethal kinetic-energy munitions; staff described internal use-of-force review processes and external complaint/investigatory avenues that would determine compliance with policy.
