Board approves $50,000 benefits study with Gallagher to explore health plan options

At the March 17 meeting, the Newark Unified Board of Education approved a contract with Gallagher Benefit Services to conduct a study of employee health and welfare plans intended to help the district evaluate options and potentially position itself for joint powers authorities (JPAs).

Superintendent and staff described the work as a comprehensive study to begin as soon as late March and to include actuarial analysis, options for different plan structures, and outreach to teachers and classified staff through a health-and-welfare committee that will include NTA and CSEA representation. The superintendent said the district had contacted nearby school districts that have used Gallagher and valued the firm’s local presence.

Member Hill asked how Gallagher was selected and what the study would produce. A district representative said the firm was recommended after calls with other districts, and that Gallagher can provide access to multiple plan options and JPAs; staff said the study contract is structured with monthly payments and includes a 30-day cancellation provision. The reported cost for the study was about $50,000.

Member Anguiano and others asked whether a small district would receive the same level of support as larger districts; staff said the team will include a senior vice president for work on the district account and that updates and committee minutes will be provided as the committee conducts discovery work.

The board moved to approve the Gallagher contract. The meeting record shows the motion passed with the student board member voting, and the board recording a 5-yes tally with one member absent.
