Gabe briefed trustees on the district’s 28‑acre Papan site and presented options to either hold, utilize, trade or sell the property.
Gabe said the district acquired the site in 2006 and currently pays about $62,000 a year in carrying costs. He reviewed how the district acquired the parcel (a mix of cash and property exchange) and said staff are still researching the transaction history.
The board heard a menu of options: retain the parcel for future district use (with ongoing upkeep costs), identify interim uses, pursue a trade for a more useful site, or declare the parcel surplus and proceed through a surplus sale process that includes required offers to other public agencies and public bidding. Gabe cautioned that comparable processes such as the Gold Ridge discussion were lengthy and that certain statutory rules (e.g., Naylor Act procedures) can limit sale terms for public‑interest transfers.
Trustees asked for a focused meeting on the property so staff can present a pro‑forma, a site‑use analysis and a recommended next step. The president asked staff to resurface the issue and schedule a dedicated September meeting so the board can review options in detail.
