Trustees approved a new universal‑participation policy and amended its implementation timeline at the Aug. 12 meeting, after extended discussion about practical rollout and a narrowly scoped emergency phone exception.
President Matt Badu read the district’s statement of values and emphasized inclusion: "Universal participation involving all students ... Everyone belongs, period." Board members and staff said the policy reflects direction provided by the board and borrowed language from the California School Boards Association.
Trustee Will (Will Wade) moved an amendment to add flexibility to the policy’s implementation dates, proposing language that would allow the board to modify the Jan. 1, 2026 deadline if milestones are not met. The motion to add "unless modified by the Travis Unified District Board of Trustees" after the implementation date passed and the board then approved the policy as amended.
During debate, staff and a CTA representative pressed for a clear definition of "emergency" in the phone carveout. The CTA representative said the union’s understanding was that "emergency" means a public emergency (for example, natural disasters or an armed intruder), not routine classroom disruptions. Trustee Brenda De Prado and others urged staff to develop parent and community guidance on phone use during emergencies so expectations are clear.
Superintendent Tiffany Benson and staff told the board they will draft milestones and local implementation definitions so the district can report back if the timeline needs adjustment. Trustees said they expect staff to present milestone briefings and, if necessary, return to the board before the Jan. 1 date.
The policy vote concludes a multi‑meeting process; staff will finalize administrative language, publish the approved policy, and prepare communication materials and milestones for board review.
