Board pressed for faster follow-up after Cardinal Success summer academy data showed many students not eligible to promote
Summary
District leaders reported 32 incoming freshmen who did not qualify to promote after summer academy; quarter‑1 grades showed many D's and F's, and trustees pressed for immediate 1:1 interventions, better enrollment tracking and increased agency referrals to reduce dropout risk.

Melissa Guerra, director of curriculum and instruction for grades 7–12, briefed the board on the Cardinal Success Academy outcomes and quarter‑1 progress for students who were not eligible for promotion. Of 32 students identified as at risk, quarter‑1 grades included 19 F's and 4 D's in English and 21 F's in math; attendance, however, was generally high for the group.
Guerra said the district has launched intensive intervention teams, weekly monitoring, academic contracts, and tutoring before and after school. "We are tracking progress and monitoring D's and F's by each grading period," she told trustees, stressing the rollout of targeted supports and an outreach coordinator role.
Trustees and staff questioned why immediate follow-up lagged after the summer program and demanded clearer attribution of services and referrals. Board members noted a high number of Saturday‑school assignments (142) and low logged counseling/agency referrals during the summer. A district mental-health representative explained some referrals to Ventura County Behavioral Health did not complete because parents or students did not provide consent; staff said they would revisit those families and pursue consent where appropriate.
Trustees also asked the district to review equitable‑grading practices, increase one‑on‑one supports, and ensure teachers are notified when students participated in summer interventions. Staff committed to pulling more disaggregated service data, reporting back on Saturday‑school attendance served vs. assigned, and continuing to scale tutoring and counseling access.
The board asked staff to return with progress updates on the intensive intervention teams and requested that future Friday updates include participation metrics for tutoring and Saturday recovery tied to student grade improvements.
