Dan Young, the district’s executive director of facilities planning, briefed the board on Measure V capital projects and budgets on Dec. 16.
Young said bundle A construction is complete and many bundle C and D projects are nearing closeout. He reported recent ribbon cuttings and project openings, including the Parkway administration building and upper fields at Steam/La Presa. Young said the district expects final deductive change orders to generate project savings that will return to program contingency and could be reallocated to additional projects or added scope.
Young highlighted specific site work: playground upgrades with synthetic turf to improve ADA access at Sweetwater Springs and Casa De Oro; privacy and fencing options tested at Lemon Avenue and Lehi (panels versus landscaping); a completed Otay Water District–required backflow replacement at Loma; and upcoming parking and circulation studies at Loma and Murdoch, where campus layout and grading present engineering challenges. He said some projects will not be ready for major construction in 2026 because of design, DSA approval and logistical constraints but that interim operational improvements (signage, striping) are possible.
Trustees asked about heat concerns for dark fencing panels near kindergarten playgrounds and whether landscaping or other shading options were preferable; Young acknowledged the tradeoffs and said some sites used plantings while others used metal screening where space was limited.
Young described a small program contingency budget change on the agenda: about $1,000,000 in interest and project savings returning to program contingency from measures held in county treasury. The board approved the budget adjustments and accepted the update by voice vote.
Next steps: staff will continue punch‑list and closeout work, bring final change orders and budget adjustments when available, and advance design and traffic studies for more complicated parking projects.
