Board authorizes negotiations, approves change orders to resume Mira Lehi pool project

The Palos Verdes Peninsula Unified School District board on Jan. 28 authorized staff to negotiate agreements needed to complete the stalled Mira Lehi intermediate school pool project and approved six change orders for contractor California Commercial Pools.
Why it matters: the pool project has been paused while the district and contractors seek Department of State Architect (DSA) and public health approvals for revised plumbing and mechanical designs. Staff told the board that work already completed depends on resolving outstanding piping and mechanical‑room revisions.
Brenna Toronis, assistant superintendent of administrative services, explained that the district submitted plumbing updates to public health and DSA in late 2025; DSA acknowledged receipt with an initial 6–8 week review window but staff said DSA leadership had agreed to expedite where possible. Toronis described change orders 1–6 in the meeting packet: several items were within contingency, while change order 6 remained a budgetary item subject to ongoing negotiation pending DSA guidance.
Board members asked for clarity on contingency usage and the frequency of expected future change orders; staff said many earlier items had been within contingency and that the mechanically related change order is the largest outstanding item. Legal counsel (F3 Law) has been involved in drafting the recommended resolution, Toronis said.
The board adopted Resolution No. 15 authorizing staff to negotiate and enter agreements to complete the Mira Lehi Pool Improvement Project and then approved change orders 1–6 and authorization for staff to finalize items under DSA and public‑health review. All motions passed unanimously (5–0).
Next steps: staff will continue negotiation on change order 6, coordinate closely with DSA and public health for written approvals, and provide updated budget-to-actual reporting to the board and citizens oversight committee.
