The Belvidere CUSD 100 board voted March 16 to proceed with the Nexis Solutions recommendation for the district’s secure‑entry projects after a bid review showed variable participation across work scopes.
Russ Schumacher of Nexis Solutions told trustees the district split the secure‑entry project into seven separate work scopes to reduce markup and increase competition. Some scopes received few or no bids; results showed being about 6% under budget if a particular general contractor was excluded and 26% over budget when including that single high general-trades bid. Nexis recommended Option 2: award most scopes now but rebid site concrete and general trades after removing the mandatory walk-through requirement to attract more bidders and lower prices.
Nexis said rebidding could add roughly one to two months to the schedule but stressed that much of the other work could begin while rebids are underway. Board members asked about inflationary pressures and contractor responsiveness; Nexis replied that increasing bidder participation would likely reduce the high outlier and bring the overall project within budget targets.
Trustees approved the recommendation and the RFP awards as presented with the understanding that some scopes will be rebid. Administration will return with final contract awards and updated schedules as bids and rebids close.
