Vernon ISD announces perfect A on state finance rating; board approves consent agenda and orders trustee election

Vernon Independent School District officials told the board on Dec. 15 that the district earned an A rating and a perfect score of 100 on the Texas District Financial Integrity Rating System of Texas (FIRST). Clay Montgomery, the district chief financial officer, said the annual audit is complete and described the result as a clean audit; trustees will receive the official audit report at the January board meeting.
Trustees moved quickly from that financial update to approve the Consent Agenda. Trustee Chris Lehman moved to approve the consent agenda and Trustee Carrie Hawkins seconded; the motion carried. The Consent Agenda included approval of minutes from the Nov. 10 regular meeting and the financial report and, as recorded in board materials, encompassed several substantive items: an order to hold a general election for Board Places 6 and 7 (the seats currently held by Chris Lehman and Carrie Hawkins), Targeted Improvement Plans for Vernon Elementary School, Vernon Middle School and Vernon High School, a resolution delegating final authority to the superintendent to hire contractual personnel, and an interlocal agreement with the West Texas Food Service Cooperative.
Montgomery also told the board the district expects to receive payments soon from several new construction projects in the county, which he said will be reflected in upcoming financial reports. The board scheduled its next regular meeting for 6 p.m. on Monday, Jan. 12, 2026, when members will receive the formal audit document.
