Public commenters press board on new truancy law and teacher salary talks

Lawson Bell, a law student at McGeorge School of Law, asked the board what implications Assembly Bill 461 (the "More Help, Not Less Act of 2025," signed by the governor Oct. 1) will have for district truancy procedures now that a misdemeanor for chronic truancy has been repealed. Bell noted the bill retains Education Code provisions for early prevention and family outreach and asked, "to what extent does the district anticipate this will change the way it responds to truancy?" The board directed staff to follow up with Bell and offered to connect him with the district attendance-improvement lead.
A second commenter, William McIner, who said he has lived in Rocklin since 1989 and is the grandfather of two Whitney High students, criticized positions taken in ongoing contract negotiations between the district and the teachers’ union. He said the union is seeking a substantial increase above the state Cost-of-Living Adjustment and questioned whether Rocklin pay levels justify that demand. McIner contrasted local pay figures he presented with neighboring districts, stating the requested increase appeared large in his view.
Board members thanked the commenters and indicated staff would follow up on procedural questions raised during public comment. No board action was taken on either matter at the meeting.
