Commission recommends allowing commercial truck rentals in C-2 zone

The Boulder City Planning Commission recommended approval of a zoning text amendment to allow commercial truck rentals as a permitted use in the C-2 general commercial zone.
Nikisha Lyon, planning manager, told the commission the applicant and property owner of a C-2 lot at 901 Walnut Drive applied for the change so they could develop a commercial truck rental operation (for example, a U-Haul facility). Lyon said the current C-2 zone allows automobile rentals and other vehicle-related commercial uses conducted within enclosed buildings, while truck rentals are presently permitted only in the commercial-manufacturing zoning district.
Staff advised the commission that the proposed text amendment would not require changes to the adopted city master plan and that parcel-level impacts — such as noise, drainage, utilities and neighborhood character — would be reviewed at the time of project permitting. Lyon said staff had received no written public comments on the proposal.
Commissioners asked whether the city code defines “automobile” or “truck rental” and whether truck rentals would involve CDL-type vehicles or light-duty trucks. Lyon said Title 11 currently lacks those specific definitions and that the separation in zoning districts underlies the need for the amendment; she noted the topic will be reevaluated during the city’s comprehensive Title 11 update.
After a brief public hearing (no speakers), the commission moved and seconded a recommendation to approve the text amendment (resolution number 178). The motion carried by voice vote and the recommendation will be sent to City Council for final action.
