Berkeley Heights board moves preliminary budget presentation to March 26, amends May meeting date

The Berkeley Heights Board of Education voted unanimously Thursday to amend its meeting calendar and shift the district’s preliminary budget presentation from March 12 to March 26. The board also approved moving a May regular meeting from May 7 to May 6 to avoid a community event that would strain parking and attendance.

The board’s motion to amend Resolution 1 — to change the budget presentation date and the May meeting date — passed after debate about procedure and public notice. The amendment passed on a roll-call vote with seven members voting yes. The full amended resolution then passed on a second roll-call vote.

Chair (speaking as board president) said the March date change was requested “because there’s a jazz festival going on that night,” and that shifting the meeting would reduce parking conflicts and improve public access. The board’s business administrator added that the New Jersey Department of Education revised the statewide 2026 budget calendar, moving the preliminary submission deadline to March 27 for Type 2 districts, which the administration said informed the timing decision.

Some board members and the public pressed for clarity on how the schedule change would affect public review time. John Maguire, a Berkeley Heights resident who spoke during the public-comment period, said moving the presentation “feels like it robs the public” of time to review budget documents. The superintendent and business administrator said the change should allow the administration to present more accurate figures — including state-aid numbers — and that the board and finance committee would still have review meetings (finance & facilities meetings were scheduled) before the final budget adoption.

Board members discussed alternatives, including holding a special meeting focused solely on the budget or providing drafts to board members earlier. One board member proposed that the board receive a draft on March 6 with Finance & Facilities meetings scheduled on March 9 and March 20 to give committee members additional review time ahead of the public presentation.

The business administrator told the board the district would continue internal review steps, and emphasized that the revised state timeline gives the district more accurate figures to include in the preliminary presentation. The board’s vote record shows the amendment and the full amended resolution passed with the following roll-call votes: Miss Bradford — Yes; Miss Stanley — Yes; Mr. Morales — Yes; Mrs. Jolley — Yes; Mr. Dylan — Yes; Dr. Forger — Yes; Mrs. Terrero — Yes.

The board’s action amends its publicly posted calendar; the resolution also requires the appropriate public notices be issued in accordance with the Open Public Meetings Act (N.J.S.A. 10:4-6). The board will present the preliminary budget at its public session on March 26, followed by the usual public-review period ahead of the final budget adoption on April 30.
