Board members described the work as the first step in a broader facility master plan that would replace aging swamp coolers with refrigerated air and address older chiller/roof units damaged by hail or age. The $70,286 figure discussed at the meeting was presented as the engineering proposal for phases 1 and 2, with members emphasizing that it covers design and some subcontractor work, not the complete construction cost.
"So the first step would be for this engineering proposal to go out... the quote is for 70,286," a board member said while presenting the proposal, adding that the district had vetted the price with a civil engineer who considered it in line with typical PSFA schedules. Another member asked whether the $70,000 was labor only; a presenter clarified it was engineering services that may include subcontractor line items.
The board approved the engineering quote by voice vote; members noted future steps will include receiving additional proposals, detailed scopes and subsequent construction budgeting. No construction contract was approved at the Dec. 16 meeting.
District staff said engineers will return options for replacing the swamp coolers and integrating refrigerated air, and that the full replacement/installation phase will require additional procurement and funding decisions.
