The governance committee reviewed a proposed fiscal-year 2027 expense proposal and discussed how dispatch service fees should be calculated going forward.
An agency official presented a three-page budget summary showing current revenues, anticipated outstanding agency payments and expense lines. The official said the FY27 expense proposal is roughly $2,800,000, driven primarily by personnel costs, and recommended a proposed 4% increase to member contributions for the coming fiscal year.
Members pressed staff to show external funding and program support. Staff committed to provide a breakdown of DFA contributions (one speaker referenced a DFA amount of "3,000,000") and other external revenue that helps offset recurring costs such as maintenance contracts and utilities. The official said DFA support and one-time capital/legislative funds had been important to getting the center running and that long-term allocations may shift toward personnel costs.
On dispatch fees, staff explained the historic approach: fees were previously calculated on minutes used in the CAD, with an ad hoc 10% increase added when data were unreliable. The presenter recommended holding fees steady for FY27 while the operations board gathers more accurate statistics and studies alternative fee metrics (per-minute, per-call, population-based or hybrid models). Members agreed to defer any fee metric change until after additional analysis and to revisit the issue after the start of the fiscal year.
Committee members asked that budget materials be distributed several days before the March workshop so member agencies can review the numbers in advance. Staff said they will circulate availability and provide updated figures ahead of the next meeting.
