WATS MPO posts draft FY2027–2030 TIP; 30-day public comment period and virtual meeting announced

Emily Morocco, Lycoming County transportation staff and WATS MPO secretary, told commissioners that the draft Transportation Improvement Program (TIP) for federal fiscal years 2027–2030 is open for public review and comment.
Morocco said the federally required 30-day comment period began March 1 and runs through March 31, 2026, and that a virtual public meeting is scheduled for March 10 from 6:00 to 7:30 p.m. She said the TIP lists priority projects to be undertaken using federal, state and local funding and covers highways, bridges, public transit and bicycle and pedestrian facilities.
She highlighted several regionally significant projects on the highway and bridge list, including mill-and-resurface work on Route 15 between Old Pike Road and Skyline Drive, replacement of the US 220 bridge deck over Lycoming Creek at the US 15 interchange, deck replacements for bridges carrying Lycoming Creek Road and High Street over Lycoming Creek in Old Lycoming Township, resurfacing of Washington Boulevard into Hoysock Township, about 57 lane miles of resurfacing and microsurfacing on US 15 between Williamsport and the Tioga County line, and replacement or deck overlay work on several local bridges. The draft highway and bridge portion is described in the presentation as including roughly 100 projects with an estimated program cost of $111,632,191.
Morocco urged residents and municipalities to review the draft documents on the county website, contact her (Emily Morocco) or the WATS MPO secretary with comments, and attend the virtual meeting for Q&A. She provided a mailing address and an email contact for comments.
