Tinton Falls council adopts affordable-housing ordinance; approves spending plan

Tinton Falls Borough Council voted unanimously on March 16, 2026, to adopt an affordable-housing ordinance implementing the borough’s fourth-round housing plan element and fair-share plan and to approve a separate spending-plan resolution during a remote meeting held over Zoom.
Council President Michael Nesi opened the meeting and announced “There is 1 ordinance for final consideration.” Borough Clerk Michelle Hutchinson read the ordinance title as “2026-1543, affordable housing ordinance implementing the fourth round housing plan element and fair share plan.” After the council opened the public hearing for that ordinance, staff confirmed there were no members of the public in the Zoom waiting room to comment. The hearing was closed and the council moved to adoption.
Council member Lawrence Neese moved to adopt Ordinance 2026-1543; Council member Kasia Parikh seconded. On the roll call vote, Council members Greg Alessi, Tracy Buckley, Lawrence Neese, Kasia Parikh and Council President Michael Nesi each voted yes, and the ordinance was adopted unanimously.
Later in the meeting Borough Clerk Michelle Hutchinson read Resolution R-26-65, described in the meeting as a spending plan. Council member Tracy Buckley moved to adopt the resolution and Council member Kasia Parikh seconded. The same five council members recorded yes votes on the roll call, and the resolution carried.
The council’s procedural record shows the open-public-meeting statement was read and the required notices were posted on the Borough of Tinton Falls official website, at the municipal building and filed with the borough clerk on March 10, 2026. The council instructed that public-comment remarks be limited to three minutes and restricted to the ordinance during the hearing; no public comments were received on either item.
The meeting concluded after miscellaneous business; Council President Nesi stated, “This concludes today’s business,” and the council adjourned at 5:40 p.m.
