Roseland council adopts Ordinance 1-2025, introduces multiple ordinances and approves resolutions

The Roseland governing body conducted routine municipal business at its Feb. 24 meeting, adopting Ordinance 1-2025, introducing multiple new ordinances for public hearing, approving a slate of resolutions and accepting two resignations.
Following a brief public-hearing period in which no public speakers addressed Ordinance 1-2025, a motion to adopt the ordinance was moved, seconded and put to a roll-call vote. The clerk recorded affirmative votes and the presiding official announced the ordinance's adoption.
Council members introduced Ordinances 7-2026 through 14-2026 by title; motions to introduce were moved and seconded and carried. The clerk noted that at least one ordinance's public hearing will be held on March 17, 2026. Several other ordinances (2–6) that had been listed for public hearing were postponed because the planning board canceled its meeting and must act first; those items were rescheduled to return to the council after the planning-board review.
On resolutions, the governing body moved to adopt Resolutions 79–94 (with Resolution 93 described at the meeting as ratification of salaries); the motion carried without recorded objection. The council also approved Resolution 78-2026, the bill list for Feb. 19.
Under the consent agenda, the council accepted two resignations with regret: one from an accounts-receivable staff position and one from a zoning-board volunteer member.
During the mayor's report and department updates, officials thanked DPW, emergency services and other departments for storm response; the police division reported an ongoing burglary investigation connected to Avalon Bay Condominiums and noted approximately $10,000 in stolen equipment had been reported and an arrest made pending court appearance at Essex County Superior Court.
Committee reports focused on the 2026 budget process; council members said department-head reviews are complete, committee review is scheduled and the council will consider the proposed budget next week with the formal submission deadline listed as March 31.
The meeting concluded after a second public-comment period and a motion to adjourn carried without objection.
