The clerk said the rewrite is largely mandatory and must be adopted by March 15 to maintain statutory compliance.
The ordinance spans design standards, occupancy and income limits, a 30‑year control period for affordable units, and administrative rules for monitoring trust funds. The clerk summarized key numeric changes: a 20% set‑aside across qualifying projects, a 1.5% residential development fee, a 6% bonus fee for units approved over allowable density, and a 2.5% nonresidential fee.
“We have a mandatory deadline to adopt our revised ordinance by March 15, so it must be introduced,” the clerk said.
Councilors discussed fee levels and whether the council could later adjust the residential fee downward; staff said some elements (terminology and references to state controls) reflected required changes rather than local policy choices.
