City Manager Gary Whitehead presented a coordinated Earth Week cleanup program in partnership with Sierra County that would allow residential customers who pay a city utility bill to bring up to one ton of residential trash at no cost during a four-day window, spreading the opportunity across Friday, Saturday and the following Monday and Tuesday to reduce staff strain. The county would collect at its stations and bring materials to the city facility on a staggered schedule; the county would pay a tipping fee to the city at cost.
Whitehead and staff said the program is intended for residents, not commercial haulers, and discussed verification methods for renters (a manual voucher process for renters who do not have their names on utility bills). Staff also said code-enforcement outreach would precede the event to encourage property clean-up ahead of the program.
Commissioners asked clarifying questions about per-resident limits, renters and enforcement; staff reiterated that the spirit of the plan is one resident, one free load, and that over-limit loads would be charged. The commission moved and approved the program.
