Town manager submits FY27 budget, seeks $2M federal community project funding for Pearson School roof

Town Manager Harrington told the Board of Selectmen that the fiscal year 2026–27 budget has been completed and submitted for review and that it reflects months of work by department heads and finance staff. He described the budget process as collaborative and noted the manager’s office will start budget discussions with the board and school leadership in the coming weeks.
Harrington said the town submitted a community project funding application through Representative John Larson’s office requesting $2,000,000 to support Pearson School infrastructure renewal and help pay for capital projects included in the superintendent’s FY27 capital improvement plan. “We went off to see if we could get $2,000,000 for the capital projects for Pearson,” he said, and asked residents to keep their fingers crossed while the request proceeds through congressional channels.
The manager also reported that Northwest Transit route service in Winstead is under review: the town is discussing efficiencies with the transit district and may reduce or eliminate one route if cost controls are not found. He noted the town is making modest department reductions (3%) as part of the budgeting exercise.
Harrington reminded residents of a forthcoming town meeting and a referendum on the Pearson School roof project scheduled for March 24 at Town Hall; the referendum location and ballot availability were explained.
Next steps: budget review meetings with the board of selectmen and board of education; monitoring of the federal funding request and further engagement with Northwest Transit regarding route efficiencies.
