Township announces $600,000 federal grant to repair local brook; council introduces $100,000 appropriation ordinance

The Township of Washington said it will receive a $600,000 federal community project grant to repair sections of the Nequa/St. Robsing Brook, Township Administrator Mark DeCarlo told the council on March 23. The funding, secured through Congressman Josh Gottheimer, is intended for removal of shoals, bank erosion repairs and stabilization work around an exposed sanitary manhole.
Administrator Mark DeCarlo said the township intends to advertise and award the restoration contract at its April 6 meeting. He identified Downs Tree Service as the lowest responsible bidder listed in the bid summary at $669,280 and said the administration will bring Boswell (engineer) documentation and a map showing the project limits before award.
Council members introduced Ordinance 26-05, which appropriates $100,000 from the township capital fund balance for Quapsing Brook improvements. The council moved and passed the measure on first reading by title and approved Resolution 26-208 to publish the ordinance and schedule a public hearing. During discussion, council members asked administration to ensure that the federal grant proceeds would be applied to project-related debt rather than reverting to general fund balance.

What’s next: The administration said it will present bidding documents and a Boswell Engineering recommendation at the April 6 council meeting when the council expects to award the contract and hold the public hearing on Ordinance 26-05.
