Oswego trustees approve consent agenda, bill list and major contracts; Wooley Road improvement agreement authorized

At the May 27 meeting, the Village of Oswego board approved its consent agenda, accepted the bill list and took several routine and contract actions by roll call.

Consent agenda: The consent agenda included approval of prior meeting minutes; an ordinance increasing liquor and video gaming licenses for a local business; a $32,332.98 contract for a Public Works card access system with Applied Communications Group; an amendment of $15,000 to Baxter & Woodman for WIFIA funding assistance; disposal of a surplus vehicle; and the 2025 annual road maintenance and street resurfacing contract with Deconstruction Incorporated in the amount of $2,453,707.96, among other zoning and subdivision items. The consent agenda passed on a motion and roll call.

Bill list: The board approved the bill list dated 05/27/2025 totaling $1,711,466.74 by motion and roll call.

Wooley Road improvement agreement: The board approved an ordinance authorizing a Wooley Road improvement agreement (widening) that staff said would begin this summer with anticipated completion in the fall. The owner expects a closure of the road from June 2 to July 22 to facilitate construction; the agreement specifies a penalty of $1,000 per day if the road is not reopened by Aug. 14 (the start of the school year). Staff noted options for managing a roughly $400,000 discrepancy between budgeted amounts and contract award for annual road maintenance—possible options include expanding the contract scope, adding additional street work, or deferring costs to the following year. Trustees approved the Wooley Road agreement by roll call.
