The Village of Oswego board approved a third amendment to the Humboldt Trails annexation agreement and a final planned unit development and subdivision plat for Neighborhood 14 at its May 27 meeting.
Planning staff described the plat as containing 132 single‑family lots with a minimum lot size of 10,000 square feet, a 6.2‑acre park site, and an island entrance with a monument sign proposed as an HOA‑owned outlot. Staff and the petitioner told the board that several outlots (labeled V through Z in the submittal) are currently within the flood plain and that a letter of map revision (LOMR) would be needed to convert them to buildable lots. If that LOMR is obtained, the development could ultimately yield 169 single‑family lots, consistent with the preliminary plat.
John McFarland, who identified himself as the contract purchaser for Neighborhood 14, spoke for the applicant and confirmed Lennar Corporation is under contract to purchase the site. McFarland and staff said they expect to resolve flood‑plain issues and return for final platting on affected lots if the LOMR process succeeds. Trustee questions focused on whether the final plat adheres to the previously approved concept plan and how the outlots would be handled; staff said the final plat substantially conforms with the preliminary plat and that the HOA would maintain the island outlot for the neighborhood sign.
After discussion, trustees moved to approve the ordinance authorizing execution of the third amendment to the annexation agreement and to grant the final PUD and subdivision plat, with the approval subject to the conditions described on the plat. The motion passed by roll call.
Board materials cited the planning and zoning commission’s prior review (11/07/2019) and its recommendation. The approval is conditioned on resolution of the flood‑plain (LOMR) issues for lots currently designated as outlots.
