The Truth or Consequences City Commission approved an amendment to its park-fee schedule that raises and standardizes green fees, adds membership pass options and includes a new daily golf-cart fee.
Presenter (Speaker 3) told the commission the packet reorganizes the municipal-course fee structure to make pricing clearer and add membership choices. "Nine holes would be $14, 18 holes $20, twilight $10, and all day $25," the Presenter said, noting weekend and holiday rates would be higher and that junior golfers and the high-school team would be exempt under memorandum agreements. The presenter also described cart pricing and an all-day card for frequent users.
Commission debate focused on practical impacts and an amendment to add a $5 daily golf-cart fee. A commissioner who moved the amendment described tournament and event rates and said tournament fees are intended to cover staff, clean-up and cart use. The commission voted to adopt the resolution with the daily cart fee included.
The adopted resolution also incorporates a formal waiver policy and updated operating rules for parks. The measure specifies that general public access to city parks remains first-come, first-served and that the city manager or designee may waive reservation fees only for community-wide, noncommercial events that meet written eligibility criteria; special-event reservations and many pass-through costs (deposits, required insurance, utilities) are not waivable. The Presenter read Exhibit A pricing for shelters, gazebos and utility outlets (example: small shelter up to two hours, $20; gazebo all day $50; electricity per outlet $10).
Other changes approved or clarified in the package reduce field-light fees at the Lewis Armijo Sports Complex (an hourly field-light fee was reduced in the packet) and convert certain team flat fees to per-player rates for league play. The commission also confirmed that existing RV hookups remain at the previously posted rate ($20) and asked staff to draft an administration policy for RV-site use.
The resolution sets clearer deposit-return rules: staff may retain part or all of a deposit depending on cleanup time and damage (the packet ties retention to cleanup hours and suggests applying the scale only to deposits above modest thresholds). The commission approved the full package and instructed staff to finalize minor edits requested during the discussion.
Next steps: staff will publish the new fee schedule and the manager will implement the waiver and event-approval procedures described in the resolution.
