Monroe Township's council took several formal actions during its March 2 meeting:
- Ordinance o02-2002 (traffic-signal improvements at Applegarth Road & Joan Warren Way): adopted after a public hearing; roll-call vote carried unanimously by members present.
- Ordinance o02-2003 (rezoning associated with the township's fourth-round affordable-housing plan): adopted as amended (council removed language permitting certain 19-year-old occupants in age-restricted units). Final roll call recorded four yes votes and one no (Councilman Charles DePiro).
- Ordinance o02-2004 (statutory updates to Chapter 108: HD Highway Development and R3A residential-agricultural district): adopted after public comment and staff explanation that changes are statutory updates required by Fair Share Housing oversight.
- Ordinance o02-2005 (repeal and replacement of section 1.31 affordable housing and section 1.31a development fees to conform with amended Fair Housing Act): adopted following a public hearing; roll call carried.
- Ordinance o03-2026-006 (bond ordinance for capital improvements, appropriation $2,556,000; authorizing $2,433,800 in bonds/notes): introduced on first reading and advanced; requires later adoption vote.
- Consent agenda (resolutions R32026-056 through -075, except R32026-057 and -069 taken separately): approved by roll call; one council member voted no on the consent vote.
The council recorded discussion and public comment on unit counts and the distinction between "credits" and "units" under the state affordable-housing framework. Officials said the township's housing element and fair-share plan (available on the township website) sets out how statutory credits are met. Project-level planning-board review will be required before any building permits are issued.
Next procedural steps include posting corrected or clarified ordinance language if needed, and any developer applications will go to the planning board for site-plan review and additional public hearings.
