Council adopts ordinance updating massage‑therapist regulations to align with state law

Boulder City Council unanimously adopted Bill 2087, a staff‑proposed text amendment to Title 4 of the municipal code addressing regulation of massage therapists.
Deputy City Manager Michael Mays told the council staff identified portions of Title 4 that were out of date or not consistent with state law and recommended a text amendment that would bring local code into compliance and eliminate the municipal requirement for an on‑site shower facility in a massage therapy premise. A council member moved to approve the bill, another seconded, and the motion passed unanimously.
Staff stated the adopted bill will be known as Ordinance No. 1870 and that the ordinance is expected to take effect on Nov. 6, 2025. The council did not discuss an amendment to the text; staff said they were available to answer questions.
The measure was approved as part of the regular agenda and passed by unanimous vote.
