The Safety and Licensing Committee recommended 5-0 that the City Council approve a late special‑event permit for No Kings 3 after staff and organizers revised the event route and traffic‑control plan.
Chief Olsen reported that police and public‑works staff reviewed a revised traffic plan and did not anticipate safety issues. Katie Olson, an event organizer, told the committee she and 26 co‑organizers had met with city staff, planned volunteer marshals, arranged for crowd‑management training for some marshals, and obtained a barricade quote from a vendor. Olson said the organizers were fundraising to cover barricade costs and would coordinate with Sergeant Beas on day‑of communications.
Committee members stressed the importance of not creating a precedent for late applications while acknowledging public‑safety coordination. The motion approved only the late filing and recommended the permit to council with the condition that departmental approvals and the traffic‑control plan remain in place.
