Roseland council adopts a slate of ordinances covering fire code, traffic, fees, meters and sidewalk enforcement

At its March 17 meeting Roseland’s governing body opened hearings and adopted ordinances 7–14 (2026), updating the borough fire-code supplement, traffic rules for private property, motorized bicycle rules, outdoor facility fees, meter readings, sidewalk enforcement and bond ordinance amendments; all passed with council approval and will be advertised as required.
The Borough of Roseland on March 17 held public hearings and adopted multiple local ordinances (Nos. 7–14, 2026) addressing a range of municipal regulations and capital appropriations.
Mister Watkins read the titles of each ordinance into the record before hearings were opened and closed with no public comment. The ordinances adopted at the meeting included:
- Ordinance 7-2026: supplement to section 13-1 of the borough code (New Jersey Uniform Fire Code). - Ordinance 8-2026: amendments to chapter 7 (traffic) to regulate movement and parking on private property. - Ordinance 9-2026: amendments to Chapter 3 (police regulations), Section 17, governing use of motorized bicycles. - Ordinance 10-2026: amendment to Section 14-4 (use of outdoor facilities) to change fees. - Ordinance 11-2026: amendments to meter readings and charges (Sections 17-6.1 and 17-8.3). - Ordinance 12-2026: amendments to Section 19-18 regarding removal of snow, ice, grass, weeds and litter from sidewalks to add enforcement provisions and violations. - Ordinance 13-2026: appropriation of $8,000 from the capital improvement fund to supplement prior bond ordinance 28-2020 for building improvements. - Ordinance 14-2026: amendments to bond ordinance 30-2025 to revise appropriation amounts, bonds and average useful life and to include additional purposes.
For each ordinance the council opened the public hearing, recorded there were no speakers, closed the hearing, and then moved to adopt. Several adoptions were decided by roll call; in each case the clerk read members’ responses as recorded in the transcript and the mayor announced the ordinance will be advertised and take effect as provided by law or, where noted, 20 days after first publication following final adoption.
Council also approved routine consent agenda items including the March 11 bill list and a limited adjustment to the municipal meeting schedule (May 19 moved to May 26). An appointment to the Affordable Housing Board (Katie Bottinger) was also moved and approved by voice vote earlier in the meeting.
The council did not receive substantive public opposition to the ordinances at this meeting; each adopted ordinance will be posted or advertised in accordance with statutory requirements and take effect on the schedule stated in each ordinance.
