Councilman Barty and Maureen, the finance presenter, told the council the budget aims to keep Roseland affordable while funding public safety, recreation and infrastructure priorities. Maureen said the budget remains slightly below the state levy cap and that the borough is taking proactive steps to pay down debt, including an additional $191,000 payment on notes to reduce outstanding obligations.
