Cedar County supervisors approve EMS transport 28E, adopt EMS operating policies pending insurer review

The Cedar County Board of Supervisors on March 17 unanimously approved a 28E intergovernmental agreement to govern EMS transportation and adopted a package of EMS standard operating guideline policies subject to review by the county’s insurer.
Supervisors voted to allow the Board to sign the 28E once representatives from each participating agency have signed the agreement. The motion to approve the 28E was moved by Supervisor Gaul and seconded by Supervisor Bixler and passed with all supervisors voting aye.
The Board also approved a set of EMS standard operating guideline policies proposed for county EMS operations, moved by Supervisor Bixler and seconded by Supervisor Kaufmann. The policies adopted, contingent on Heartland Insurance approval, include Guideline Creation & Maintenance; Culture, Mission, Vision & Values; Continuous Quality Improvement; Pharmacy Policy; Driver Qualifications & Training; Vehicle Operations & Safety; Vehicle Accidents, Incidents & Citations; Patient Care & Call Reporting; and Transport Destination Decision.
County officials indicated the agreements will be signed after each participating agency’s representative executes the 28E. The policies were adopted subject to Heartland Insurance review and any insurer-required adjustments before implementation.
The board adjourned the meeting at 10:15 a.m. and set its next regular session for March 24, 2026.
