Romeoville presents park master plan after Land and Water Conservation Fund grant award

Romeoville parks staff on Feb. 18 outlined a phased master plan for an 8.96‑acre property that includes a grant‑funded 3.96‑acre park development supported by a Land and Water Conservation Fund award.
Kelly Razor told the board the village applied for a land acquisition grant in September 2023 and was notified of the award in September 2025. "The grant supports the acquisition and development of the 3.96 acres of open space within the village's 8.96 acres property purchased in 2025," Razor said. She described amenities planned for the funded phase: a community garden using reclaimed barn beams for raised plots, a shelter, a windmill plaza, a bike‑repair station, a 35‑stall parking lot, native plantings, interpretive signage and a trail system.
Razor said the master plan remains fluid. The eastern portion and an additional 5.1 acres are expected to be acquired through a park land donation from a developer; future phases that staff would pursue with additional grants include pickleball courts, three half basketball courts, restrooms, two more shelters, a children’s playground with a zip line and connections to Volunteer Park.
Mayor O'Neill and board members praised the concept, and staff said portions already have preliminary funding while other elements will depend on future grants and donations. Razor asked the board and village manager for approval to pursue additional grant opportunities to support full implementation of the master plan.
The board did not take final action on construction phasing at the meeting; staff will return with grant applications and more detailed implementation steps.
