The substitute was proposed in response to earlier member concerns about privacy and security when members say where they are participating from. The substitute language references the Virginia Freedom of Information Act provisions that permit minutes-based reporting of certain remote-participation details. Vice Chair Weems moved the substitute; Miss Melnick seconded. The clerk recorded 10 ayes and the motion passed.
Board members described the change as a compromise that preserves public transparency while addressing security concerns about announcing remote locations on the record. The administration and counsel advised the suggested language is consistent with the statutory provisions staff cited during the presentation.
The substitute will be reflected in forthcoming minutes and applied going forward to remote participation disclosures.
