Summary
Council approved several contracts for paving, fuel and on‑call construction services, and authorized a $4.15M estimated bulk fuel agreement; a council member raised repeated concerns about bidding outcomes favoring out‑of‑county firms and flagged discrepancies in one vendor's online status.
The Knoxville City Council approved a series of procurement measures and contract amendments covering paving, fuel and on‑call construction services.
Key approvals included a resolution authorizing the mayor to execute an APAC Atlantic Inc. agreement not to exceed $404,155 for a citywide facilities paving project and a bulk fuel agreement with Tartan Oil LLC with an estimated cost per term of $4,152,459.32. The council also approved on‑call construction contracts for multiple vendors (Chris Haggard Plumbing LLC; Stooksbury Construction Inc.; Southeastern Construction Concepts Corp.) with annual not‑to‑exceed amounts generally listed at $200,000.
Council member Grant repeatedly asked for more attention to local business opportunities and said he was troubled by patterns of out‑of‑county contractors winning work. "I would like to see more opportunities for local businesses and local contractors to have more opportunities in our procurement process," Grant said during the APAC discussion. On Stooksbury Construction, Grant noted online search results suggesting the firm was listed as permanently closed and said state records showed dissolution and reformation; purchasing staff responded that the vendor holds a current business license and that bid documentation is on file.
Council members asked staff to provide additional information about procurement practices at an upcoming workshop; staff said the city follows state law and established RFP procedures, and that local firms are permitted to bid and are included in outreach efforts. All of the procurement items on the agenda were approved by the council during the meeting.
