Town consultant outlines process to amend Mooresville UDO; drafts to be released before hearings

Deborah Luzier of CodeCrafters, the land-use consultant assisting Mooresville, told the Plan Commission that she will gather the commission’s suggested topics, draft proposed amendments to the town’s Unified Development Ordinance (UDO), and run those drafts through technical and public review before forwarding them to the town council.
Luzier said recent action by the Indiana General Assembly has created the need for several statutory updates to the UDO and that the timing is right to bundle those statutory changes with local clarifications the commission has raised. She recommended initial tech or committee meetings to refine proposed language and said the drafts would be made available at least 10 days before any formal Plan Commission hearing.
Commission members said they want the process to be efficient and to allow adequate public review; one commissioner recommended several committee members (the transcript records a small UDO committee already formed). Luzier said the consultant team will propose a schedule and that staff will publish drafts and meeting notices ahead of formal consideration.
