Henderson County approves $1.63M in jail change orders and $289,678 for public‑health records scanning

During the March 18 consent agenda, the Henderson County Board of Commissioners approved several capital and administrative items, including $1,631,280.26 in change orders for the Judicial Complex Addition and Renovation (JCAR) detention project and a $289,678 allocation for Public Health to scan and index legacy medical records.
The JCAR change orders (#4, #6 and #10) were submitted by Haskell/Cooper and total $1,631,280.26. Staff said the change orders arose from construction-document revisions, Division of Health Service Regulation comments, subcontractor coordination and owner requests; the Board approved covering the amounts from the Owner’s Contingency so the project budget will not increase.
The Board also approved a Department of Public Health request to use $289,678 in AA 122 Hurricane Helene Essential Functions Support Funds for a comprehensive scanning, purging and indexing project. Staff stated the vendor selection complied with county purchasing policy and the budget amendment was approved.
Other consent actions included reallocation of UNC Health Pardee design/preconstruction scopes to two sites, award of a $72,989 bid for a detention vehicle to One Nation Distribution LLC, approval of the annual audit contract with Cherry Bekaert LLP for FY2026 and several board nominations and committee appointments, including appointing Commissioner Sheila Franklin as the Juvenile Crime Prevention Council commissioner representative for the remainder of 2026.
Vice‑Chair J. Michael Edney moved to adopt the consent agenda with the noted revisions and the motion carried with all present voting in favor.
