Board tables Guatemala student trip pending company safety, insurance details

The Saranac Lake Central School District Board of Education on March 11 tabled a proposed summer 2027 student trip to Guatemala with an optional Belize extension after members said they needed more information about the tour operator’s safety protocols, contingency planning and insurance.
Doug, the staff member who presented the itinerary and logistics, described a 10–11 day Guatemala trip with an optional three-day Belize extension and said the operator uses bilingual guides, a private bus and airport transfer arrangements. “There are very specific areas, neighborhoods of Guatemala City that should be avoided,” he said, adding that those areas are not on the planned itinerary and that the operator will escort the group by bus and guide.
Board members pressed for specifics they said matter to parental consent and district oversight: what the company’s policies are for security and emergency response, whether negotiators or hostage services are available when needed, what insurance covers medical evacuation, and where the nearest hospitals are for each stop. One member who had led study-abroad programs recommended the district adopt a formal risk-analysis process for higher-risk international trips so the board can assess both safety and financial exposure.
The chair asked staff to collect the operator’s safety documentation and insurance details and asked that the information be circulated to the board and to Gina (administrative contact) ahead of the next meeting. A motion to table the agenda item until the board reviewed that material was made, seconded and approved by voice vote.
Board members said the delay would also give the policy committee time to examine whether the district’s existing travel policy and consent procedures are adequate for overseas trips that carry higher risk than routine field trips. The presenter said he had begun recruiting families and that the operator’s payment plan is already open; the board acknowledged the timeline pressure from payment deadlines but said safety and policy clarity take precedence.
Next steps: staff will request WorldStrides/Explorica safety and insurance documentation, produce a short risk-mitigation summary for the board, and return the item to the next meeting’s agenda for further consideration.
