McAlester council adopts FY 2025–26 budget with emergency clause

Staff outlined changes that recognized revenue and allocated funds for general fund increases, MPWA (public works/utilities) expenses, DWSRF transfers, tourism revenue for a splash pad, nutrition partnership reimbursements, 911 telephone and severance costs, donations, and CIP transfers relating to equipment and previously approved change orders.
Staff said the packet included a $105,579 general-fund recognition and a $198,990 MPWA recognition to cover insurance and loan payments related to a new flush truck, plus a $40,000 allocation for a change order under DWSRF projects. Staff also said opioid settlement funds were recognized in the budget where previously not entered.
Council moved, seconded and adopted the ordinance and then voted to declare an emergency so the ordinance would take immediate effect.
What happens next: Staff will implement the amended budget allocations and follow grant and audit reporting requirements tied to the changes.
