McAlester council approves landfill fee to cover extra roll-offs

The McAlester City Council on a unanimous vote approved an ordinance to amend city code and add a fee to cover the cost of extra roll-offs at the municipal landfill.
City staff said the change responds to Allied Waste beginning to charge for extra roll-offs after a COVID-era arrangement that had waived some fees. Staff estimated about $3,600 in unbudgeted costs tied to those extra roll-offs. "This fee is to help us keep up with the extra roll offs," the staff member presenting the ordinance said.
Under the ordinance, the first 500 pounds of bulk material at the landfill will carry a $10 flat fee; material over 500 pounds will be charged 2 cents per pound. Staff told council that comparable jurisdictions generally charge higher per-pound rates and that the city may revisit the structure in a few months.
The presenter noted that the service change is not intended to generate general revenue but to recover direct costs from the additional roll-offs. Councilors asked about neighboring rates and whether the $10 minimum was adequate; staff said nearby providers often charge higher minimums and that extra weight fees elsewhere can range about 3–5 cents per pound.
After discussion, Councilor Woodley moved to approve and Councilor Beatty seconded; roll call votes were recorded and the motion carried.
The ordinance takes effect according to the city's standard adoption procedures and staff said they may return with adjustments if operational experience warrants it.
