Board shifts $1 million into highway fund to cover CTH Z and other overages

The Adams County Board voted to amend the 2025 Highway Department budget, transferring $1,000,000 from the debt service fund to the highway fund to cover cost overruns on recent trunk highway projects.
The highway commissioner told the board the amendment responds to an overall shortfall created by County Trunk Highway Z—described in the meeting as coming in roughly $700,000 over the department’s estimate—and a $550,000 carryforward shortfall from County Trunk Highway M in 2024. ‘‘So the resolution is to move 1000000 dollars into the highway fund,’’ the highway commissioner said when introducing the amendment.
To absorb some of the overrun, the highway department also postponed two seal-coating projects and drew down activity funds, the commissioner said. Finance and highway staff framed the transfer as an internal reallocation to prevent maintenance and construction activities from stalling.
The board approved Resolution 8 (the budget amendment) by voice vote; clerk-recorded tallies were reported as unanimous in favor.
The action will allow the highway department to complete outstanding work on the identified trunk highways and maintain other operations; finance staff will record the transfer and reflect the change in the county’s 2025 financial statements.
