Adams County approves $691,704 contract with Almost Home to continue severe-weather sheltering program

Adams County commissioners voted unanimously to approve a $691,704 contract with Almost Home Incorporated to continue the county's severe-weather activation program (SWAP). The board approved the one-time award with an option for five renewals during the meeting.
"This contract is, for the option of, 5 renewals and a 1 time award of $691,704," Director Matt Rivera of Community Safety and Well-being said during his presentation. Rivera told the board Almost Home was chosen through a competitive RFP and has worked with the county since the SWAP program began.
Rivera said the SWAP effort functions as the county's primary cold- and warm-weather sheltering strategy and highlighted outcomes: "Almost Home has been able to house 18 of our SWAP utilizers into permanent, long term supportive housing." He also described coordination with municipal navigators and said a prior technical assistance grant from Code for America improved the program's digital voucher and record-keeping system.
Commissioners asked how SWAP vouchers are shared across jurisdictions and Rivera said the county works closely with municipalities and nonprofit partners so vouchers can be issued in real time and availability is visible to all participating agencies. A motion to approve the item was made and seconded and the resolution passed unanimously.
The award continues existing sheltering services and preserves the county's ability to mobilize shelter space and outreach during extreme weather. The contract approval does not specify next renewal actions; those decisions will occur if and when the county exercises the renewal options.
