The Stayton City Council unanimously adopted Resolution No. 26-007, authorizing a contract change order with Canyon Construction Inc. to construct a reinforced concrete valve chamber for a 30‑inch intake isolation valve at the Water Tree Spring facility.
Interim Public Works Director Barry Buchanan summarized the procurement history: the city purchased the valve years ago but the concrete chamber pricing was not finalized when the original work proceeded. "We moved forward with that $117,000, which was within the city manager's signing capacity," Buchanan said, and later the concrete work was priced at $81,000, taking the combined total to about $198,000 and triggering council approval for a change order.
Councilors asked about the original funding assumptions and how the city would track purchased assets to avoid similar surprises. Buchanan said the city is implementing an asset‑management program and an asset register so staff will be able to track purchases and project priorities going forward.
"We will know what has been purchased. We'll know what is in store. We'll know which projects are priority," he said, describing the steps public works is taking to document assets.
Councilor O'Rourke moved adoption of the resolution; the council voted 5–0 to approve the change order.
