Dade City commissioners voted unanimously to approve Agreement 2025‑45 with Ryman Construction to begin the design phase of a design‑build contract for a new building at 38052 Pasco Avenue, the former site of the Dade City Police Department.
Staff (Miss Van Urban) told the commission Agreement 2025‑45 covers the pre-construction and design work only; once the design nears completion and staff has an estimated construction cost, a second agreement for construction will be brought back to the commission. "Agreement 2025‑45 is the first portion of the agreement with Ryman Construction, which will allow for the design portion of the process to begin," Miss Van Urban said. Staff said the design portion is anticipated to take about six months.
City staff and commissioners clarified the procurement approach: the city is contracting directly with the entity that will perform both the design and the build, and the city will own final plans produced under the design contract. As one presenter put it, "They're not gonna farm it out to a third party," describing the direct-design, direct-build structure. Commissioners asked about whether a roundabout budget had been included in the solicitation; staff said cost estimates will follow once initial concepts are developed.
The commission approved the design-phase agreement on a 5–0 roll-call vote. Staff said they will return with a construction contract and final pricing once the design is complete and an estimate is available.
