VDOT residency administrator Susan Hammond reviewed the draft plan distribution and funding sources, noting a projected county allocation and the use of telefees and district grant funds. Hammond listed completed and in‑progress projects in the county (including Snakefoot Lane, Union Run, Jacob’s Ladder, Miller Burton Memorial Highway, Green Hill Road, Little Dry Hollow and Hollow Rock Road) and explained that rising stone and asphalt costs (more than a 25% increase for some materials) led staff to adjust cost estimates and not add new projects this year.
Board members asked technical questions about rural‑rustic project scope, whether bridge replacement is included (it is not), right‑of‑way issues, screening and timelines for ongoing construction. Hammond said a minimum traffic volume threshold (about 50 vehicles per day) is needed for eligibility under district funds, and explained that some projects require environmental review before construction.
Supervisors agreed to put the VDOT plan on the May 11 agenda for the joint public hearing to satisfy VDOT requirements and gather public comment.
