Chaska council awards Municipal Service Building contracts after bids exceed estimates

The Chaska City Council on March 16 authorized staff to award contracts and to allow the mayor and city administrator to execute them for the new Municipal Service Building, after discussion about higher-than-estimated bid results.
Staff presented bid results showing the total bids returned around $47.9 million versus earlier estimates near $46 million. Staff described value‑engineering that reduced cost by roughly $700,000 and identified an additional funding gap of about $1.3 million. City staff said interest earned on prior public building project financing — roughly $2 million — can be redeployed within the public improvement fund to cover the shortfall without drawing new external funds.
"We earned a little over $2,000,000 of interest in those funds," a staff presenter said, noting the interest provides flexibility to proceed without using other sources. Council members asked for details about substitutions (for example, using standard metal panels in lieu of custom color panels) and were told planning staff reviewed the proposed substitutions and found them acceptable.
Council member Chevlin moved to approve awarding the contracts and authorizing execution; the motion was seconded and approved by voice vote. Staff said construction is expected to begin in May with an approximate 14‑month schedule and completion before the hard freeze of winter 2027.
The council’s approval commits the city to proceed with contractor selections and project execution within the public improvement fund structure; staff will continue to manage substitutions and value‑engineering choices during construction.
